CQL Announces the Retirement of Jim Gardner

The Board of Directors of CQL | The Council on Quality and Leadership has announced its President and CEO Dr. James F. Gardner will retire effective December 31, 2012, after a distinguished career with CQL spanning more than 23 years.

CQL is an international not-for-profit organization dedicated to the definition, promotion, measurement, and improvement of personal and community quality of life for people with disabilities, people with mental illness, and older adults. Since 1969, CQL has taken the leadership initiative in developing progressive measures and indicators of quality in services and supports, personal quality of life outcome measures, and measures of recovery and social capital. We provide a range of services, products, and tools to enhance the capacity of individuals, organizations and communities to achieve person-centered excellence. CQL achieves its mission by working in partnership with public and private organizations.  

For over 43 years, CQL has demonstrated international leadership and innovation in a succession of initiatives to enable communities and organizations to define, measure and improve people’s own definition of their quality of life. 

With Dr. Gardner’s leadership, CQL has extended the role and purpose of organizations from providing supports to connecting people to resources and opportunities in the community, building social capital, and expanding personal networks.

CQL is celebrating the 20th Anniversary of the introduction of the Personal Outcome Measures®. With the release of the Personal Outcome Measures® in 1993, CQL redefined quality as responsiveness to each person served rather than simply compliance with regulations and organizational process.  This focus on personal quality of life emphasized the discovery of each person’s own personal life narrative and unique definition of their own priority outcomes.  CQL has applied this universal quality of life measure to people with intellectual and developmental disabilities, people with mental illness and substance use disorder and older adults across a diverse range of community settings and support systems around the world.

Under Dr. Gardner’s leadership, CQL extended the focus of responsiveness to each individual with the 2005 publication of the Basic Assurances® that explored health, safety and security from the perspective of organizational policy, the provision of supports, and real impact on the health, safety and security of each individual.

During the past five years, Dr. Gardner has directed CQL’s Person-centered Excellence campaign with the development of a new accreditation model and consultation options that begin with personal quality of life and continue with organizational development initiatives to strengthen individual quality of life and build social capital for people served, their families, volunteers, employees and community supporters. CQL currently offers its Person-centered Excellence (PCE) accreditation, consultation and training services throughout the United States, Canada and in Western Europe, Australia and New Zealand. 

Dr. Gardner and the CQL Board of Directors are fully confident that the organization will continue its mission “to provide leadership to improve the quality of life for people with disabilities, people with mental illness and older adults” through the continued development of innovative and relevant quality of life and quality management initiatives.

CQL has launched an international search for a new President and CEO. The CQL Board of Directors is seeking a President and CEO who thrives on change and has the ability to move forward with initiatives while dealing with ambiguity – a risk taker who enjoys the challenge of competing every day on service, quality and leadership – an individual who will build on our strong foundation of 43 years and lead CQL in to the future.
