Courtney Kelly Chapman, Vice President of Training and Special Projects for CQL | The Council on Quality and Leadership, has been named to the National Alliance for Direct Support Professionals (NADSP) Board of Directors. Courtney is the new CQL representative on the board replacing Katherine Dunbar, CQL’s Vice President of Services and Systems Excellence, who has completed her board term. Courtney’s board term with NADSP is effective starting 1/1/26.

Bringing more than 20 years of experience to the NADSP Board of Directors, Courtney has worked in a wide range of roles with provider agencies, state government, and managed care organizations. She served in numerous leadership positions including Director of Operations for Liberty Healthcare Corporation and Assistant Commissioner of Accreditation and Person-Centered Practice for the Tennessee Department of Disability and Aging (DDA). Courtney started her career in the human services field as a direct support professional (DSP).
“From her origins as a DSP to her expansive leadership roles across the field, we’re lucky to have Courtney on our board,” states Joseph Macbeth, NADSP President and Chief Executive Officer. “Her expertise will help guide us in elevating the status of direct support professionals.”
Courtney first joined CQL in 2023, and currently serves as the Vice President of Training and Special Projects. In this role, Courtney provides leadership in the strategic development of numerous CQL services including training, certification, consultation, and special projects. This includes the planning, creation, coordination, and implementation of the services and associated activities.
