Patricia Nobbie Appointed To CQL’s Board of Directors

CQL | The Council on Quality and Leadership is pleased to announce that Patricia Nobbie, Ph.D., has been appointed to the organization’s Board of Directors. Nobbie is a Disability Policy Engagement Director on the Federal Affairs Team at Anthem Inc., where she is part of the stakeholder and advocate engagement team and supports the policy, business and product development, training and quality teams.

“Pat is a wonderful addition to our dedicated Board of Directors,” says Mary Kay Rizzolo, President & CEO of CQL. “She has decades of experience in Medicaid and long-term services and supports, family supports, employment and HCBS settings.”

Prior to working at Anthem Inc., she worked for the Administration for Community Living where she was a Program Specialist in the Office of Policy Analysis and Development. She was responsible for several initiatives including partnering with CMS on work around the HCBS settings rule, family caregiving, employment for people with disabilities and quality measures for Long Term Services and Supports.

Before joining the administration, Nobbie was the Joseph P. Kennedy Foundation Public Policy Fellow in the office of Senator Jay Rockefeller, where she worked on several issues related to implementation of the Affordable Care Act, reauthorization of the Children’s Health Insurance Program, and many aspects of long term services and supports policy.

“Her background brings even more depth and diversity to our Board,” says William Beattie, CQL Board Chairperson. “CQL will greatly benefit from her insight and perspective on so many critical issues facing human services and supports.”

From 2001 to 2012 she was the Policy and then Deputy Director for the Georgia Council on Developmental Disabilities. She was responsible for conducting research on Council programs and initiatives, tracking state and federal budgets, coordinating the Council’s legislative agenda, and providing staff support to several Council contracts and projects. Dr. Nobbie worked on policy initiatives in the areas of healthcare, Medicaid, Direct Support, managed care, employment, youth transition, and post-secondary programs for youth with disabilities.

Nobbie is also a parent of a young woman with Down syndrome, Mia, who lives and is employed successfully in the community in Athens, Georgia; a son Christopher and a daughter Annie in San Francisco. She lives in Washington, DC.
