This summary document provides an overview of the report ‘Alternative Funding Models for People with Intellectual and Developmental Disabilities: Quality Outcomes and Measurement Metrics.’ It includes general information about goals and outcomes for managed LTSS and people with IDD and the importance of measuring outcomes at individual, provider, payer, and state levels.
Inside The IDD MLTSS Report
Two symposiums in October 2019 and February 2020, organized by CQL, The Institute on Public Policy for People with Disabilities, and Mosaic, formed the basis for this report. It shares how goals can be used as benchmarks to have a quality LTSS system and to promote quality of life. Within each goal, the report lists outcomes that can examine progress and/or achievement of the goals. The report culminates in a robust matrix which crosswalks the 21 goals and 129 associated outcomes with existing quality metrics, that can be used to measure progress for each outcome.
About The IDD MLTSS Workgroup
Starting in 2018, a workgroup project set out to develop a common understanding of value-based quality measures for people with IDD. As the industry moves to managed care, the workgroup aimed to ensure that quality metrics are meaningful to people with IDD.
